This is the flag of Scotland, St. Andrew's Saltire. The colour is used here is the incorrect colour one would find in the Union flag. There are products from Scotland: https://secure.albanach.com/heehaw/html/shop/items.php?categoryID=8 (the site goes to the Scottish National Party's web-store; this isn't a attack against them, they have the wrong colour on the Saltire!) and outside Scotland: http://www.unflags.com/delmin4x6sco1.html that use this colour.
