The International Festival of Audiovisual Programmes ('Festival International de Programmes Audiovisuels in French) (FIPA), founded in 1987 by Michel Mitrani (1930-1996), was first held in Cannes in October 1987.
The festival was moved to Nice in its eighth year (1995), and, since 1997, has been held in Biarritz, France.
