This is not an encyclopedical issue. "News reports. Wikipedia should not offer first-hand news reports on breaking stories (however, our sister project Wikinews does exactly that)."

The article may be poorly developed, but its subject is notable as a cental figure in a major political scandal that could, in the worst case scenario, result in the impeachment of the Brazilian president. The article could be improved, merged with the main article on the issue or, maybe, even deleted. That would have to be decided in a VfD though, not by Speedy Deletion. Thanks for taking care of this. This article is only a translation from the Portuguese Wikipedia. How is this a first-hand news report? This is a real person and there is real biographical information in this article. Do you think we don't have articles about all of the major people in the various Bush controversies and scandals?
