Felix Taggaro was first introduced as a guy who swam naked in Brooke's pool and she mistook him for a non-English-speaking cleaner. However, the same day, she met him at school. At first, he and Brooke didn't get along, but in time, they became friends with benefits. As a condition of their "friendship", they agreed upon several rules. He also became friends with a guy named Mouth, whom he used as a cover when he and Mouth fell romantically for Brooke and Mouth bought her her doll house back. Mouth, however, soon became jealous due to his romantic desire for Brooke, and that led to friction between Mouth and Brooke, although he finally reconciled with her, and Felix became her real boyfriend.

Felix was also very protective of his sister, Anna, and fought several times with Lucas Scott over her. He wrote DYKE on Peyton Sawyer's locker to avoid rumors about his sister being gay. When Anna discovered Felix was responsible for defacing Peyton's locker, she told everyone, resulting in him losing Brooke and his sister's affection. As a result, he was sent to military school.
