http://www.library.cornell.edu/olinuris/ref/fdrfire.jpg I contacted the webmaster and they said that I can use the picture. They said they picked it up from a government related website and they were told that the photo was in the public domain and they said that I can be free to use it but they didn't give me a permission slip because they don't own the original rights to the photo.
