The current definition is:

A false complaint is when someone files or reports an activity to police that the accuser knows is not illegal or incorrect.
  • the phrase "is not illegal or incorrect" is unclear, because that phrase can be interpreted as:
    1. "is not illegal or is not incorrect"
    2. or as "is not illegal or is incorrect"

The definition is incorrect:

  • I think that a complaint is a false complaint only if the reported facts are not true. For example, if I know that some activity is not illegal, and I accurately report that activity to the police, you cannot say that it is a false complaint.
  • I think that a statement to the police is a false complaint only if it is a complaint. For example, if I report to the police that a car hit a tree, and the driver needs medical attention, and my report is untrue, it is a false statement, but not a false complaint, because it was not a complaint.
