I created the initial article for FPA, but later marked it for speedy deletion after I was unable to find any significant mentions by 3rd parties. I'm replacing it, with several improvments and many more to come, because I've since found 3rd party references.
There are at least 3 newspaper articles that have featured FPA (only one is linked because it's the only one online), plus a Chinese delegation visited FPA to learn how to promote community media. In addition, it can be seen from the American public access television Category that there are already many wikipedia articles about public access stations, lending support to the idea that public access stations are inherently notable. I would also argue that because Wikipedia is electronic media, and not print media, there is little cost for additional articles, and there is therefore no reason to set a high threshhold for sufficient notability.
