Since the state arms have changed and the first edit attempt was immediately kicked off, putting it in the way I did was the only alternative. Could the individual or individuals responsible for updating national emblems do it to this one without some retarded program routine removing it? Thanks for uploading Image:1980.JPG. You've indicated that the image is being used under a claim of fair use, but you have not provided an adequate explanation for why it meets Wikipedia's requirements for such images. In particular, for each page the image is used on, the image must have an explanation linking to that page which explains why it needs to be used on that page. Can you please check

Wikipedia is not a place to store the text of speeches. Think of a speech as lyrics to a song, which are explicitly covered by the NOT policy. I think there is certainly a place for an article about a speech, but it really needs to be an article covering the speech and not a reprint of the speech in whole. - The second address is an article about the address. I'll grant you that it includes text of the address. The point is that you need more than that to make a proper article for this project. That's what the second has that this one lacks. Are you planning to put additional content in place in the next 24 hours or so? If so, I'm happy to hold off on redirecting.
