The article says "A 240 volt, 5 amp load appears to be a 240 amp load when driven with 5 volts" This assumes that the load takes a constant power. If it is a resitive load then the current is proportional to the voltage, so a 240 volt 5 amp resitive load (48 ohm) appears to be a 0.02 amp load when driven with 5 volts.
