evdev is the generic input event interface of the Linux kernel and an input driver for X.org. Both work in a similar fashion, passing events generated in the kernel or in the X.org server straight to a program.
The kernel module compilation option is facilitated via 'Device Drivers'->'Input device support'->'Event interface' in the kernel 'make menuconfig' program. The X.org input module comes with the standard distribution and is available in most modern package managers.
