It is not appropriate to use the EU flag on this template. I doubt that the average person that hasn't attended university will know that the EU flag was originally used by the Council of Europe, and today, the EU has done so much of a job advertising this image as the flag of the EU, that the average man on the street now associates this flag as the EU flag. This template is only used for countries not part of the EU (+ Cyprus where the creation of more stub templates has been suspended given recurring controversy over the images used on Cypriot templates). Anyway, I'll soon be done splitting off the remaining European countries, so a few weeks from now, this template will only be used for material relating to three conflict areas: Cyprus, Kosovo and Transnistria, and I don't consider the EU flag appropriate in such contexts either. WP:WSS uses a lot of other "per continent" templates, including European templates, and they don't use icons - with the exception of a small number of South American templates that use a map.
