Can only EU cities be capitals or any European city? In 2000 there were two non-EU cities among the capitals, was that a special case only? Alensha 12:45, 30 May 2005 (UTC)

Some of the future cities named are actually countries. I think this is an error?

[edit] Non-EU cities?
Since several non-EU cities seem to have been declared European Capitals of Culture, I removed the following paragraph:
- Only European cities within member states of the EU have so far been named Capital of Culture — other European cities have not. However, the EU council can designate one city from a non-EU country for a given year, if that city's designation is approved unanimously in the council.
However, the rule concerning a non-EU city's need for a unanimous approval by the council may still be true; does anyone have any input on this? :: Salvo (talk) 06:01, 5 July 2007 (UTC)

I was going to try cleaning up some of the text in this article, then found that it appears to have been cut'n'pasted verbatim from the UNEECC history page. I'm not sure who has pinched the text from who though, or whether the original was copyright. JRI (talk) 12:31, 26 November 2007 (UTC)
