what is the smallest envelope you can buy?

There isn't any. Give me your desired dimensions and I'll send you a quote for folding, gluing and selling one to you. :-) If the question was about the smallest envelope for letters that are allowed by international postal agreements, the answer is 90 × 140 mm [1], about 2 cm smaller than C6.
