I believe its use is covered by U.S. fair use laws for the following reasons:
- It is the only available rendering of a significant public building projection for completion within the next year.
- The photo is being used only for informational purposes.
- The picture was included at the urging of the development office of Alabama 4-H.
- The inclusion of this rendering adds significantly to the section on 4-H because it illustrates the important role this building soon will play in the delivery of Alabama Cooperative Extension System-sponsored 4-H programs.
