Endaddine Akass is a character created by Herge in his last book Tintin and Alph Art as a villain involved in selling imitation paintings of renowned painters and creating a piracy in the whole market.
Akass is a mystical guru who is deeply respected by several top men of their field and by Bianca Castafiore. Even Emir of Khemed respects him enough. His devotees include Mr. Gibbons (The Blue Lotus) and Mr. Sakharine (The Secret of the Unicorn). Even Thomson and Thompson are seen at his gathering in London.
While Herge could not reveal the identity of Endadine Akkass, he did have a paper in which he was to have revealed Akkass as Rastapopoulous.
Canadian comic writer Yves Rodier has completed the story in which he concludes that Akkass was Rastapopoulous.
