I changed the citation in the introduction. Normally, for U.S. federal statutes -- that is, for something that has actually been enacted into law, you cite to the public law number (if any), to the United States Statutes at Large, and to the codified version, if any. References to the House bill (such as "H.R. xxxx") or the Senate Bill ("S. xxxx") are normally dropped once the bill, etc., is signed into law, etc. (although the references to the house and senate bills further down in this article are fine).
