ELWA

Was it actually really a ASPB at all? As I understand it it didn't really exist it was a "brand name" for two organisations working together- (one was concerned with Funding Higher Education the other Further Education??) someone "from ELWA" tried to explain it to me once, it was a "Virtual Organisation" they said, I didn't really fully get it. The impression I got it was away of making it look as if two QUANGOs were abolished, when in fact legally they weren't, indeed in the end it was of course abolished. It did have certain attributes of an organisation e.g. headed paper, and name plates on buildings, all rather weird.

I'm not saying abolish the article just because ELWA didn't actually exist, it's worth having the article because WAG pretended it existed and indeed if someone could put these things more clearly than me it may be helpful

I suppose you could say a similar thing about the "NHS" it's not a single organisation and never has been as such but a "brand name" about lots of organisations that are part of a system.
