Elbeuf is a town and commune of the Seine-Maritime département, in France.

Elbeuf is located on the river Seine approximately 120 km north-west of Paris. Because of its location on the Seine, Elbeuf has often had problems with flooding.

The first written record of the town was in the 10th century, on a map of Richard I of Normandy, under the name "Wellebou". According to the Nuttall Encyclopedia of 1907, it had a flourishing manufacturing business in cloths, woollens, and similar items.
