Ricardo Ramirez was the leader of the El Diablos street gang in the barrio of Patriot City, known for his fiery temper and loyalty to his neighborhood. One night, while awaiting the start of a battle with a rival gang, Ricardo was struck by a bolt of Energy X and his hands caught on fire. He was shocked to realize that, not only was the fire was not burning him, but he was lifting into the air. As he soared high above the rooftops of his neighborhood, he was awestruck by the view from high above the city. After seeing how grand and vast the city was, he realized the error of his wayward ways. He returned to the barrio just in time to stop the gang rumble before it could get out of control. From that day forward he vowed to protect the streets of Patriot City as El Diablo.
[edit] Joining Freedom Force
Diablo met up with Freedom Force largely by accident. He was investigating the strange snow fall in the park when he came across one of Nuclear Winter's ice troopers attacking a young woman. He quickly dispatched the evildoer and made his way through the park, looking for more villains. During the course of his investigating, he happened across both Mentor and Minuteman frozen inside giant blocks of ice. Using his powers over fire, he thawed out the two frozen heroes, who enlisted his help in defeating the frozen fiend and his minions. Since that day, El Diablo has been one of the most loyal and active members of Freedom Force.

El Diablo wields considerable ability control and project flame. He has demonstrated the ability to project jets of flame from his hands and hurl explosive balls of fire as offensive powers. He is also able to envelope parts of his body (most often his fists) in flame. He can create a sphere of searing hot fire around himself to melt incoming projectiles and can cause inanimate objects to ignite with explosive force. As his power is flame based, he can absorb all heat and fire based attacks that are used against him, but is more vulnerable to ice and cold based attacks. Diablo also has the ability to fly at considerable speed with his characteristic fire/smoke contrails trailing from his feet.
El Diablo's pyrokinetic powers seem to be directly connected to his personality, particularly his temper. He is notoriously hot-headed, which has been known to cause him to overexert his abilities, making them much more potent at the cost of putting a greater strain on his body.

El Diablo is modeled as a Hispanic version of the Human Torch. Both have fire-based powers, both are depicted as a cocky ladies man, and both are know for being hot-headed.[citation needed]
