Surņins played for Multibanka Rīga in the 1.līga, the second tier in Latvian football, before signing for Blāzma Rēzekne in January 2007.

Portnojs has played for Latvia at Under-17 level.[1] In 2007 he was in the Latvian Under-19 squad for the 2008-09 UEFA European Under-19 Football Championship Group Eight matches against Georgia, Netherlands and Norway.[2] He played in the teams 2-0 defeat to Norway on 18 October 2007[3]and the 2-0 defeat to the Netherlands on 20 October.[4]
