This is not the right definition of economic appraisal. See Chapter 2 of http://greenbook.treasury.gov.uk/
The current article is about real estate appraisal - the title should be amended

I completely agree with Swanseaeu1 and have acted on that. The old article has been retained temporarily as property appraisal, although I think there is a much more complete article on the subject in the article real estate appraisal.
