Re: "Eagle Pass borders the city of Piedras Negras, Coahuila, Mexico, to the south across the Rio Grande river."
I've only been to EP a few times and flown over it several more, but it appeared to me that Piedras Negras was west, not south of EP. Google Maps supports my memory. The river is flowing N/S at that point.

"Eagle Pass lies in Maverick County, the 9th least poorest county in the country, due mainly to nolack of employment beyond the public sector, city" This sentence makes no sense. Double negative.
