This article is confusing, doesn't provide anywhere near enough context to make sense to someone who happens on it (like me), the entire History section is copyvio from the first pdf on here, and I'm not sure of its notability. I don't want to nominate for deletion, because it's possible that this organisation is notable, but this article needs a lot of cleanup! Someone help?
