Isn't National's DNR (http://cache.national.com/ds/LM/LM1894.pdf) just an integrated implementation of Philip's Dynamic Noise Limiter (DNL) (http://audiotools.com/noise.html)? Here's a reference to a 1971 publication of the circuit: http://freespace.virgin.net/ljmayes.mal/comp/philips.htm

I believe it is, FacilitatedSystems (please don't forget to sign your comments with four tildes next time, like this: ~~~~), as Philips didn't ask for royalties. AFAIK, National Semiconductor tweaked a few things and fit it on a single chip, which was a big deal in 1983, and probably made enough changes so that they could claim it as their own refinement. There was, as mentioned above, a DNR logo, although the PDF file you link to doesn't show it (nor does it mention Philips).
