Because articles as generic as Lipetsk Oblast are not supposed to include information this specific. There are over 1,500 rural localities in Lipetsk Oblast, why single out just one? The list of rural localities of Gryazinsky District should be placed in the Gryazinsky District article, not in the article overviewing the whole oblast.
