The letter was an apparent attempt at fraud. No copyright added by scanning (I don't consider my putting the letter in the scanner and erasing bits to be considerable artistic effort). I expressly permit the use of the image in lawsuits against DRoA. (Although I'd recommend finding someone that lives in north America and who got a similar letter.) IANAL
