This article is confused and needs work. An element is either driven or parasitic. In the typical LPDA, all elements are driven. For a given in-band frequency, some LPDA elements will be in the active zone, but all elements remain driven. Driven just means that the elements are connected to the generator (or receiver). The article confuses driven element with a simple explanation of how the LPDA works.
