Dragonrider is a fictional Atlantean villain introduced in 1984's Sub-Mariner four-issue limited series. More recently she was seen as a member of the Fathom Five battling the Thunderbolts.

Dragonrider was a sentinel in the Atlanean army who became a political dissident and rebel after seeing how her people remained poor while the rulers became more rich. She and her rebels sought mystic artifacts to empower themselves, and Dragonrider gained a mystic conch shell that would allow her to control sea creatures, and a sea eel that had been mutated into a dragon.
While Namor was away, Dragonrider led her dragon in an assault on Atlantis. She tried to flee after destroying part of the city, but she got into a fight with Namor. Namor defeated her and confronted her about what she had done, but she explained her actions. Namor refused to believe what she had seen and sent her to the dungoeons. Dragonrider was freed, and with her rebels she fought Namor again.[1]
Some time later, Dragonrider joined a religious faction called At'La'Tique, meaning "Fury of the Sea," and became a member of the strike force Fathom Five. At'La'Tique believed in wiping out life on the surface world, and formed an alliance with Baron Strucker of HYDRA to accomplish this. When Fathom Five attacked New York City, they were opposed by the New Thunderbolts. They were eventually defeated, and imprisoned.[2]
