Dotclear is a French blog package distributed as free software under GNU General Public License.
It features W3C standards-compliant output (and a built-in X/HTML validation request system), RSS and Atom syndication, full Unicode support, the ability to write posts using either XHTML or wiki syntax, as well as being multi-user with multiple levels of access. It is implemented in PHP and requires MySQL.
Version 2 is in beta process and adds several features, as well as being completely rewritten from scratch. It is multiblog and a lot of plugins (static pages, programming releases of post, antispam, etc.) are now built-in.
Dotclear has encountered large success in France, and has some following in Belgium as well.
