Researching the internet on News pages, and comments of other people (also on web pages), the info posted in this article has not the whole point of view, and it should be considered partial. This link from El Universal, contradicts the part on this article that says that the criminal charges were never filed. Yes, they were, but havent moved on:

Also states that the SFP (Secretaría de la Función Pública) took the decision to disable Dolores Creel Miranda for 10 years and a fine for over 1.6 millions MNX.

Dolores Creel Miranda did act wrong and outside the law.
