[edit] Article Quality

I originally flagged this up for speedy deletion; but on reflection feel that was pretty harsh. It appeared to me that the article had been written to promote the service rather than provide information about it; and that was an assumption of bad faith on my part. The article does, however, need a re-write to bring it up to WP standards - who is eligible, what are the rates, why was it introduced, how many people does it affect?
