I (Kingboyk) assert that use of this image within the Disco 2000 article on Wikipedia is fair use under US law for the following reasons:

It was commissioned by KLF Communications to promote Disco 2000;
Use of the image in low resolution does not harm or prejudice the rights of the copyright owner;
No free image which suitably illustrates June Montana and Cressida Cauty ("Disco 2000") has been found and, given the band's obscurity is extremely unlikely to be found.

This image is a screenshot from a copyrighted music video or promotional video for a music artist, and the copyright for it is most likely owned by the producers of the video and possibly also by the music artist. It is believed that the use of a limited number of web-resolution screenshots

for identification and critical commentary on the music video in question
on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation,
