I am a foreigner so I'm not familiar with what may be familiar to an American. I don't understand what DCOs are. This may show that the definition is incomplete. May I propose that anybody write something like "this is opposed to ...". May I suggest it is opposed to a carreer officer? I might be completely wrong, but you see the point. The background section talks about the US Air Force and how it (along with the Navy and Coast Guard) have substantial DCO programs. The Navy and the Coast Guard subsequently have sections... but the Air Force does not. Can someone who actually knows about this please add a section on the Air Force?
