Dilian Francisca Toro M.D. (born January 6, 1959 in Guacarí, Valle del Cauca) is a Colombian doctor and politician. Toro is married to former liberal senator from Valle del Cauca Julio César Caycedo Zamorano. She is currently serving as Senator of Colombia for the 2006-2010 period.

[edit] Early years

After studying medicine and specializing in rheumatology, Toro participated in politics. She was elected councilwoman of her hometown Guacari for the period between 1990 and 1992. In 1992 she was elected mayor of Guacari until 1994.

In 1995 she was appointed Secretary of Health of the Department of Valle del Cauca until 1997. In 1988 Toro became part of the cadre in the Universidad Santiago de Cali. Toro inherited the political support once held by the former liberal party leader in Valle del Cauca Carlos Abadía who was jailed as part of the 8000 process scandal, in which members of the Cali Cartel financed the political campaigns of numerous politicians including the presidential campaign of Ernesto Samper who resulted elected.

[edit] Senator of Colombia 2002

In 2002 Toro ran for a seat in the senate and was elected, replacing her husband in Congress. Toro was part of the liberal party dissidents who decided to support independent and former liberal party member Alvaro Uribe for the presidency of Colombia. Toro was then sanctioned by the liberal party in 2004 because she also supported the reelection of President Uribe.

In July 2006 Toro was reelected as senator and elected President of the Congress of Colombia by a majority of votes in congress.

[edit] Presidential band incident

During the inauguration ceremony of President Alvaro Uribe for the period 2006-2010, as president of the Congress of Colombia, she became the first woman to ever impose the presidential band on a president. Toro made a mistake and placed the presidential band backwards, with the Colombian flag colors inverted. When Toro was interviewed about this, she explained that "it was to bring good fortune to the new government... ...because you are supposed to wear your panties inverted for good luck".[1]
