Dieter Nohlen (* 6 November 1939 in Oberhausen, Germany) is Professor of Political Science Emeritus at the Faculty of Economic and Social Sciences of the University of Heidelberg.

Nohlen studied political science, history and romance studies in Cologne, Montpellier and Heidelberg. He received his Ph.D. in political science, supervised by Dolf Sternberger and Werner Conze, from the University of Heidelberg. His dissertation dealt with Spanish parliamentarism in the 19th century. He represented the Konrad Adenauer Foundation in Chile from 1970 to 1973. He received his postdoctoral (Habilitation) degree in political science based on a thesis entitled "Chile – Das sozialistische Experiment".

Dieter Nohlen conducted numerous funded research projects focusing on elections and electoral systems, parties, democratization, development politics and politics in Latin America. Nohlen was Professor of Political Science at the University of Heidelberg from 1974 to 2005. He was Director of the Institute of Political Science from 1978 to 1979 and Dean of the Faculty of History and Philosophy from 1990 to 1992. In 1991 he received the Max Planck Research Award of the Max Planck Society for his collaborative research with the Inter-American Institute in Costa Rica. In 1995 he received the award „Das politische Buch“ of the Friedrich Ebert Foundation for the Handbook of the Third World (Handbuch der Dritten Welt, jointly edited with Franz Nuscheler). In 2000 he received the Augsburg University Prize for Iberian and Latin American Studies. In the same year the U.S. library journal Choice selected his jointly edited volume Elections in Africa as Outstanding Academic Book of the Year. The University of Heidelberg awarded him the University Medal for his contribution to the establishment of the Heidelberg Center for Latin America in Santiago de Chile. Nohlen is widely regarded as the premier scholar of electoral systems in Germany.
