Gibbs and his team investigate the assassination of a Navy Admiral and meet a woman whose search for her husband, a political refugee from Africa, is related to the case.
The episode begins with a black taxi driver and his passenger, an admiral, being shot and killed by a man on a motorcycle. Ducky later discovers that the motorcyclist also took the taxi driver's tooth. The deceased man's widow comes in to claim her husband's body. Ziva questions the woman about herself, her husband, and her past, leading to a mention of soulmates. When showed the corpse, the wife says that the dead body is not that of her husband Thomas. It is explained that Thomas is a political asset, smuggled to America illegally. NCIS then interrogates the man who brought him into the country. It is explained that Thomas is paranoid, moving and switching addresses constantly. Following his trail, NCIS finds him being attacked by two men (one of whom Tony and Ziva had talked to before) and stops the attack. When Thomas and his wife are reunited, it is revealed that Thomas, believing his wife was dead, had remarried and had a child.
