From 1978 to 1986, Rasmussen served as a member of the Maryland State Senate, including positions as Majority Whip, Chairman of the Joint Budget and Audit Committee, and Chairman of the Finance Committee. In 1986, he was elected to be Baltimore County Executive, a position he served in for one term until 1990. Since leaving his position as county executive, Rasmussen has pursued interests in the private sector as a highly successful lobbyist, management consultant, and an investor.

Rasmussen graduated from Kenwood High School in Essex, Maryland. He holds a bachelors degree in economics, earned in 1970 from Loyola College in Baltimore, Maryland.
