Text states all of the following:

  1. Black African literacy is low
  2. Black Africans constitute 84% of total population
  3. Total Literacy is 84%

which violates common sense unless "low" is taken to mean something different than it does in the rest of Africa, even assuming 100% literacy in the non-black population, since this would still imply better than 60% literacy for the black population. If the literacy figures are for subsets other than male and female this should be stated.
