I found the language nearly indecipherable, so I've cleaned it up as much as I could. There was also quite a bit about the Rosetta Stone, which is not part of this decree. I made some bold changes, so if I've fumbled the ball, please let me know so I can know what I did wrong. I'll try to find some more info about the decree independently to flesh out the article.
