Eugene V. Debs delivering his anti-war speech in Canton, Ohio on Jun 16, 1918. He would later be jailed for the speech.

This picture has long been famed to be of the "Canton" speech, but it actually is a photo of Debs addressing a very large crowd in Chicago. If you view:

In the photos you can clearly see that this photo has in it the monument picture in the other photos on this website.
