CIMI think tank on Deaf Cinema in 2001 was hosted in Chicago for the public and had subsequent meetings during the Festival for Cinema of the Deaf in 2002, 2003, and 2004, all in Chicago; members of the think tank asserted that movies defined as Deaf Cinema meet at least one of the following criteria:
1. In general, a film by and/or about deaf people and deafness;
a. A film with a deaf or hard-of-hearing filmmaker, specifically a writer, actor, producer and/or director;
b. A film made for a deaf or hard-of-hearing audience (Contain Sign Language);
c. A film presented for a deaf or hard-of-hearing audience (Closed Captioning, subtitled)
These definitions were used to organize the Festival for Cinema of the Deaf in Chicago.
