This can be considered fair use as it shows the picture of one of the perpetrator of the Aramoana massacre. Low resolution reproduction for "Fair Use" to illustrate the subject. As the subject is deceased, no freely available substitute is possible. This low resolution version is nonreproduceable and does not diminish the value of the original media to the Copyright Holder.
