Sir David Pepper KCMG (born 8 February 1948) is the current director of the British intelligence agency GCHQ. He was appointed in April 2003 to succeed Sir Francis Richards.

Pepper gained a doctorate in theoretical physics from St John's College, Oxford. He joined GCHQ in 1972, and worked in intelligence operations. In 1995 he became Director of Personnel. In 1998, he transferred to the Home Office, returning to Cheltenham in 2000 as Director of Finance ,a nd taking over the role of Director in April 2003. He was knighted as a KCMG in 2005.

It was announced on 18 January 2008 that Pepper would be retiring as Director in July 2008.[citation needed]
