David O'Brien Martin (born April 26, 1944) is a former a Republican member of the United States House of Representatives from New York.
Martin was born in St. Lawrence County, New York. He graduated from the University of Notre Dame in 1966 and Albany Law School in 1973. From 1966 until 1970 he served in the United States Marine Corps.
He was a member of the New York State Assembly from 1977 until 1981. He was elected to Congress in 1980 and served from January 3, 1981 until January 3, 1993.
He taught at the Naval War College from 1993 to 1994 and is currently a resident of Rockville, Maryland.
