COUNTER-TERRORISM SECURITY MANAGEMENT

Since the academic year of 2003-04, the Faculty of Security Studies (FSS) has been organizing specialist studies course of "Counter-Terrorism Security Management".

Specialist studies are a form of further education of graduate students, primarily from the law and political science faculties, the FSS, Military Academy, and Police Academy, but also from related faculties, in the field of counter-terrorism. Successful completion of the studies enables the students to acquire the title of Specialist for Counter-Terrorism Security Management and the right to apply, after passing required additional examinations, for Master's Degree Thesis in the core field at the Faculty of Civil Defense, University of Belgrade.

Escalation of terrorism in many world countries to the level by which vital state values are degraded to a high extent, as well as increasingly vicious terrorist attacks on fundamental values of the international community, result in the victims of this primarily amoral and brutal violence being maximally interested in the issue of how to defend themselves successfully. The fatal effects of terrorism in the region of the West Balkans in the last decade of the 20th century, whose agents - multiply connected to the organized crime have threatened repeatedly to continue to use violence, have forced the nations of the region to take measures for removal of this threat autonomously and in coordination. The decision of the Faculty of Civil Defense to organize specialist studies in Counter-Terrorism Security Management is based on the need to make a modest contribution to the strengthening and improvement of counter-terrorism defense of the state union of Serbia and Montenegro, as well as of the international community, through educating experts in this field.

The curriculum and schedule of the specialist studies enables the students to gain appropriate theoretical-expert knowledge on the key aspects of terrorism as a form of threatening the security of citizens as individuals and to analyze and assess effectively any terrorist threat as members of social, non-government and international organizations. They ought to propose counter-terrorism measures to relevant bodies and institution with the aim to disable terrorists, as well as to gain insight into the realization of counter-terrorism measures.

In the course of the specialist studies, students also acquire knowledge necessary for the research of this process in which two sides terrorists and counter-terrorists are uncompromisingly pitted against each other.
