Bill Harrigan (born May 24, 1960 in Sydney, New South Wales) is a former Australian rugby league referee. Harrigan officiated in the top-level competitions in Australia for 18 years, between 1986 and 2003.

Harrigan is the most prolific referee in the history of rugby league, and shared a profile similar to the big names in rugby league during his career. He refereed a total of 393 matches in first grade competitions in Australia, including 10 grand finals. He also officiated in 21 State of Origin matches, and 25 Test matches. All four totals currently stand as all-time records.

Prior to refereeing, Harrigan served extensively in numerous New South Wales police units, including the Tactical Response Group, and is credited with changing the fitness culture of rugby league refereeing in Australia. Since retiring, Harrigan acts as Assistant Referees Coach for the National Rugby League, and still officiates first grade games as a video referee.

Harrigan was born William James to parents Bill and Joy on May 24, 1960. He resided in the south-west and greater western suburbs of Sydney for all of his childhood. After living briefly at a residence on Parramatta Road in Granville, he moved with his family at the age of four to Canley Heights.
