How to block other users

I've lately seen users making vandalist edits. I would like to know how to block users.

Only administrators can block editors, though if you see a vandal feel free to report it to the administrator's vandalism page, where they can block the user, but be sure to give the user warnings first. Only administrators can delete pages, SteveCrossin simply tagged yours as needing deletion, as that article did not meet wikipedia's criteria for inclusion.
