I feel it is covered by the U.S. fair use law because:

The image is a low-resolution copy of a copyrighted television program;
The image is being used for informational purposes about the character of Damar (Star Trek) as played by Casey Biggs in the television series Star Trek: Deep Space Nine;
No more free alternative exists or can exist;
The use of the image in these articles will have no effect on the Paramounts's commercial use of the image in question.
