Let me clarify something for you. An official website for a Pakistani district in most (but not all cases) would be a DOT-GOV-DOT-PK website not a DOT-COM website. Apnajhelum.com and apnajhelum.net are registered to "CyberXperts Technologies" which is very similar to your username --> leading me to believe that you are trying to promote your personal/commercial website. The guidelines at Wikipedia:External_links#Advertising_and_conflicts_of_interest state that "you should avoid linking to a website that you own, maintain or represent, even if the guidelines otherwise imply that it should be linked". Therefore apnajhelum.com and apnajhelum.net are not eligible for inclusion in Wikipedia. In future please do not add this or any other link that you might think is "official". - Perhaps you are confused as to what we mean by "official website". It isn't a case of HOW LONG the website has been operating, but a question of WHO operates it. The major problems with your website are:
- a lack of authoritative evidence such as a permanent link FROM a relevant gov't website → for example islamabad.gov.pk has several direct links to visitislamabad.net
- apnajhelum is registered to CyberXperts Technologies, Muhammadi Chowk Logic Computers, Jhelum and not to the Jhelum District Government → for example pakistan.gov.pk is registered to the Electronic Government Directorate and not to some computer shop in Islamabad
- lots of adverts and information about your website services but a distinct lack of government-related content e.g. why is there an empty page at http://www.apnajhelum.com/contents/govtdepartments.html
- the Government of Punjab has a portal covering district governments → Jhelum District - I have put that in as the official website until such time as jhelum.gov.pk or a similar website become operational.
