This template is used to create a link to a particular city where only the city is shown in the visible portion of the link, but the state is not, e.g. {{subst:Cy|Kennewick|Washington}} which then shows Kennewick (Substing, while recommended, is not needed.) Where you want to show the state as a separate link after the city, use the template {{subst:City|Kennewick|Washington}} (or the shorter {{subst:Ci|Kennewick|Washington}}) into Kennewick, Washington. This template doesn't save a ton of time, but it does save some. Despite the name, it could easily be used for counties and other objects written in the same fashion as well. This template will NOT work with either the state or country of Georgia, for obvious reasons, but should work with any other state, country, territory, etc.
